User toggled phone number (and other settings) as required via web browser, but in the mobile app, the phone number is not showing as a required entry

The Givebutter mobile app displays transactions in UTC. Provide the ability to mimic the account time zone set in the Givebutter dashboard, the phone's time zone, or an option to select any time zone within the app.
