Offline bid visibility in the bidding history of an item.

Admins to see the maximum bid set by the bidders

Add offline payments for items won via bids

Currently, the "Record Offline Payment" feature in Auctions only works for "Buy Now" items, and we can't record offline payments for items won through bidding.
