The user has approximately 15 volunteers who use virtual cards for daily organizational expenses. They are considering switching to Givebutter Wallet and Spend Cards, but the current limitation prevents them from doing so.

Currently, Admin and Finance users can only create Spend Cards for themselves. The user would like Admins to be able to create, assign, and manage Spend Cards for volunteers or other users, while still maintaining appropriate spending limits and security controls.
