Greater flexibility would be to also have rulesets to disable sync based upon date or status. Such as, the rule to sync has a "not before" where you could enter date/time where the rule would only apply AFTER the date or a "do not sync" rule could be applied for transactions prior to mm/dd/yyyy.

This is an excellent idea. I would suggest an implementation option in the of a checkbox that is automatically checked for "ready to sync" transactions but can be unchecked as sample below.
