If multiple contacts share a phone number or email, have an engage message be sent once per communication, rather than once per contact, in order to avoid a contact receiving a message multiple times.

In addition, a person could wear multiple hats within the organization (like be a donor and a volunteer), so we don't want them to get duplicate emails.

Good and bad. Families often use the same phone, email and mailing address. Have option to keep or merge.
