Rearrange Payment Methods on the checkout page

Allow users to customize the order in which payment methods appear on the checkout page, for both the campaign page and the widget.

This would be great. We have not been using pay by check as an option because we'd rather not. Being able to turn it on but de-emphasize it by putting it low on the list of choices would be helpful.
