Give admins the ability to create promo codes that apply to the transaction total (less optional donation), rather than each ticket. i.e. $50 off, no matter the number of tickets purchased.

Couldn't agree more. Promo codes need a LOT of work (and clarification) in Givebutter, and it's clear they have not done a lot of end-user testing on their functionality.
ISSUES:
1) If you set up a code for $25 and make it good for 1 use, and a ticket buyer buys 10 tickets with that code, it takes $25 off of each of the 10 tickets, costing the unsuspecting charity $225 in sales. This is counterintuitive and should be limited to USING THE VALUE OF THE PROMO CODE ONE TIME PER TRANSACTION. It makes no sense whatsoever the way it currenty works, and no other promo code on the planet works this way.
2) Promo codes only work on individual tickets, not ticket bundles or anything else. A promo code should be configured (or at least configurable) so that the VALUE of the promo code can be applied to a transaction ONE TIME, up to the number of uses permitted by the settings in the promo code (i.e. 10 uses should mean the VALUE can be applied ONE time, to TEN DIFFERENT TRANSACTIONS, regardless of what the purchaser is buying. And not applied TEN TIMES to ONE TRANSACTION.
Please fix this!
