Currently, Multi-Team Fundraising needs to be enabled, meaning a team added by an Admin of the account first. This would allow fundraisers to add the first team if "Allow fundraisers to create new teams" is enabled.

If you enable multi-team fundraising, then I think any fundraiser can create a team. Admin doesn't need to do it.

Anne Brown: Not quite true. If you enable multi-team fundraising, but have not yet defined any team, then fundraisers cannot add that first team. The administrator has to add at least one team first, then when someone joins a campaign, they are allowed to either join that first team, or create a new one.
