Add timezone to receipts + default to local timezone

Currently, all receipts show dates in UTC. We should consider displaying the time and timezone as well.
Additionally, we should attempt to use donors' local timezones in receipts instead of strictly showing UTC.

Hi all - Local donor timezones are now captured and used on email receipts. Please note that we are unable to resend past receipts with timezone information, as this data was not collected until today.

LOVE this - it caused a ruckus at year end with donors wanting their donations in 2020 - not 2021!
